SESSION REVIEW-SECOND SESSION (BUDGET SESSION)

OF FOURTH LEGISLATIVE ASSEMBLY-15th June to 1st July, 2009

 

Dear

 

            I am honoured to apprise you with the Business conducted by the Delhi Legislative Assembly during the recently concluded Second Session (Budget Session) of the Fourth Legislative Assembly.

            The Session commenced on the 15th June, 2009 and was adjourned sine die on the 1st July, 2009 after holding thirteen sittings.  A brief summary of the various business disposed by the House during the Session is as follows:

 

Lt. Governor’s Address:

            Sh. Tejendra Khanna, Hon'ble Lt. Governor of Delhi, addressed the House on 15th June, 2009.

 

Budget:

     Minister of Finance presented the Budget for the Financial Year 2009-10 in the House on 22nd June, 2009.

Questions:

   Total 960 notices of questions were received for this Session, out of which 831 questions accepted including 240 Starred Questions and 551 Unstarred Questions and 38 questions were clubbed.  Total 129 questions were rejected due to various reasons.

               Out of the 240 questions listed for oral answering, 56 questions were replied by the Ministers concerned in the House and 358 Supplementary Questions were asked by the Members on them.

 

Legislative Business:

The House considered and passed the following legislative proposals-

1.  The Members of Legislative Assembly of the National Capital Territory of Delhi (Salaries, Allowances, Pension etc) (Amendment) Bill, 2009 (Introduced in the House during the last Session i.e. 25th February, 2009)

2.   Appropriation (No. 2) Bill, 2009

3.    National Law School, Delhi University (Amendment) Bill, 2009

4.   Delhi Technological University Bill, 2009

 

Papers laid on the Table:

   Chief Minister and  Ministers laid copies of 56 notifications issued from time to time by their respective departments during prorogation.

 

Presentation of Reports of the Committees:

    The following reports of the committees were presented & passed in the House during this Session:

1. Second Report of Business Advisory Committee

  1. First Report of the Committee on Private Member's Bill and Resolutions.

 

Special Mention (Rule 280):

The Members raised 149 matters during this Session as special mention by which they drew the attention of the House on different issues.  On 29 issues, keeping in view the importance of the problem, concerned Ministers intervened and replied.

 

 Short Duration Discussion:

  Two short Duration Discussions were held on the following subjects:

i)                    Regarding "Water problem in Delhi and Pollution in Yamuna River".

Chief Minister replied to the debate.

ii.)                 Regarding" adverse effect on development projects of Delhi due to inefficiency and

            prevalent   corruption in MCD"

                    Minister of Urban Development replied to the debate.

 

Resolutions of the Private Members:

 

 Friday, 19th June, 2009

 

1. Shri Veer Singh Dhingan

"This House resolves that with a view to ensure comprehensive functional improvement in the works falling under the jurisdiction of M.C.D. and for providing better civic & sanitation amenities, the M.C.D. be divided into smaller bodies."

(Withdrawn after discussion).

2. Shri Sahab Singh Chauhan

"This House resolves that with a view to provide all civic amenities to the people living in the unauthorized colonies be regularized unconditionally without any delay."

(Rejected after discussion)

3. Shri O.P.Babber 

"This House resolves that in view to provide all civic escalation; M.L.A. Local Area Development Fund be increased from presently available Rupees two crores to Rupees eight crores."

       (Rejected after discussion)

 

Friday, 26th June, 2009:

 

4. Shri Jai Bhagwan Aggarwal

"This House resolves that permission be granted to Councilor and MLA to use Local Area Development Fund in Group Housing Society premises in accordance with fund used in the House Building Societies".

(Rejected after discussion)

   5. Shri O.P.Babber

"This House resolves that the Stray animals menace be stopped immediately to avoid inconvenience to public".

(Accepted after discussion)

    6. Shri Subhash Chopra

"This House resolves that in view to make Delhi a world class beautiful city and for its overall development, Delhi Police, D.D.A. and M.C.D. be brought under the Delhi Government".

 (Accepted after discussion)

    This House was adjourned sine-die on the 1st July, 2009 with the rendering of the National Anthem (Jana Gana Mana).
