SESSION REVIEW – SEVENTH SESSION
1st March to 17th March 2006
The session commenced on the 1st March 2006 and was adjourned sine die on the 17th March 2006 after holding twelve sittings. A brief summary of the business transacted by the House during the session is as follows: -
Obituary References: The House paid homage to the following during the session:
1.Ch. Mange Ram, Ex-Executive Councilor, Delhi Metropolitan Council.
2. Sh. Dharam Das Shastri, Ex- M.P. and Member, Delhi Metropolitan Council
3. Ch. Rizak Ram, Pradhan of Sarv Khap Panchayat of 360 Villages of Delhi
4. People killed in Varanasi Bomb Blast
Lieutenant Governor’s Address: The Session, being the first of the year, the Hon’ble Lieutenant Governor of Delhi, Shri BL Joshi addressed the House on 1st March 2006. The Motion of Thanks on the LG Address was moved on the 2nd March 2006 and adopted on the 8th March 2006. Fourteen Members participated in the debate, which was replied to by the Hon’ble Chief Minister.
Annual Budget (2006-2007): The Annual Budget was presented on the 9th March 2006 by the Finance Minister. The discussion on the Annual Budget commenced on the 13th March 2006 and concluded on the 16th March with the reply of the Finance Minister. The Budget was also passed on the same day. Sixteen Members participated in the debate.
Paper laid on the Table of the House: The Chief Minister and Ministers tabled copies of 63 Notifications/Orders etc. issued by their respective Departments.
Reports Of The House Committees: The following reports were adopted:
Questions: Two Hundred and Twenty questions were admitted as starred and Four Hundred and Twenty Seven as unstarred. Forty Seven starred questions were raised in the House and replied by the concerned Ministers. Four Hundred and Seventeen supplementary questions were asked on these starred questions.
Adjournment Motion: The notice of adjournment motion given by the Leader of Opposition Dr. Jagdish Mukhi and Leader of NCP Shri Ramvir Singh Bidhuri regarding demolition drive in the Capital was allowed and discussed on the 2nd March 2006. The discussion lasted for about four hours and forty one minutes in which nineteen members participated. The Minister of Urban Development replied to the debate. The Motion was negated by voice vote.
Legislative Proposals: The House considered and passed the following legislative proposals:
Special Mention: Ninety matters were allowed to be raised as Special Mention immediately after Question Hour everyday in the House and in the case of nine matters the concerned Ministers replied on the floor of the House keeping in view the importance of the issue.
Motion for Election to Financial Committees:
The Chief Minister moved the Motion on 16th March 2006 for the election of Financial Committees of the House for the year 2006-2007.
The Motion was adopted with the leave of the House.
Private Members Bill: One Private Members Bill viz., ‘Delhi Right to Information (Amendment) Act, 2006- Shri Bheeshm Sharma was introduced on 17th March 2006.
The following Private Members Bills were considered on 17th March, 2006: 1. “The Delhi Board for Homeless Children and Women Bill, 2005” - Shri Bheeshm Sharma . The Bill was withdrawn with the leave of the House. 2. “The Compulsory Insurance of Government Contract Workers Bill, 2005”- Shri Bheeshm Sharma . The Bill was withdrawn with the leave of the House. 3. “ The Delhi Co-Operative Societies (Amendment) Bill, 2005” -Shri Mukesh Sharma The Bill was withdrawn with the leave of the House. 4. “The Delhi Electricity Reform (Amendment) Bill, 2005” - Shri Mukesh Sharma. The Bill was withdrawn with the leave of the House. |
Private Members Resolutions: The following Resolutions were discussed in the House:
1. On 3rd March 2006, Shri Ramvir Singh Bidhuri moved the following resolution: “ This House resolves that rural status of the villages should not be altered and those villages which were declared as urbanized be restored in the category of villages and simultaneously be exempted from house tax and building byelaws”.
2. On 10th March 2006, Shri Bheeshm Sharma moved the following resolution : “This House resolves that the Government may go to Court to get justice for the people of Delhi since water was not provided to Sonia Vihar Water Treatment Plant by other states”. The resolution was withdrawn with the leave of the House. 3. On 10th March 2006, Dr. Jagdish Mukhi moved the following resolution: “This House resolves that taking into consideration the important role of DISCOMs in the lives of Delhiites, all the DISCOMs should be brought under the Right to Information Act and their accounts should be subject to audit by Delhi Govt.” The Motion was negated with the leave of the House. 4. On 10th March 2006, Smt Anjali Rai moved the following resolution: “This House resolves that in order to meet the needs of the growing population the health facilities and infrastructure should be strengthened, upgraded & decentralized.” The Motion was adopted with the leave of the House. |
5. On 17th March 2006, Shri Ramvir Singh Bidhuri moved the following resolution : “This House resolves that keeping in view the requirements of the people of Delhi, the Delhi Government recommends to the Government of India to regularize the shops and commercial units running in the residential areas of Delhi”. Shri Subhash Chopra and Shri Ram Babu Sharma moved amendments on this resolution which were accepted in the House and the amended resolution was adopted in the House: “This House resolves that keeping in view the requirements of the people of Delhi, the Delhi Government recommends to the Government of India that demolition may be stopped with immediate effect and regularize the shops and commercial units running in the residential areas of Delhi. This House also recommends that the : (i) for the better development of Delhi, Delhi Development Authority may be brought under the control of Delhi Govornment. (ii) till an alternative arrangement is provided to Rehri Patriwala they should not be removed. (iii) while making Master Plan elected representatives of Delhi may be taken into confidence”.
The House was adjourned sine-die on the17th March 2006 with the rendering of the National Anthem (Jana Gana Mana) .
