PRESIDING OFFICERS CONFRENCE

The prime objective of the Presiding Officers Conference is to ensure that the parliamentary system of Government grows on proper lines, that proper conventions and traditions are developed in the desired direction and as far as possible, uniformity is established in the practice and procedure in the Legislatures. 

The Conference provides a valuable forum of discussion where experience is exchanged and procedural problems are thoroughly analysed. The first Conference was held on 14th September 1921 in Simla under the Chairmanship of Speaker Whyte. Presently it has become an annual feature.

The Speaker, Lok Sabha is the ex officio Chairman and the Secretary-General Lok Sabha is the ex officio Secretary of the Conference. Normally the Conference is held once a year in any of the state capitals and lasts for three days. The last Presiding Officers Conference was held in February 2003 at Mumbai, Maharashtra.

The Delhi Assembly has actively participated in these conference and gained a lot from these experiences. The following are the text of the speeches made by the Speaker Delhi Assembly in the Presiding Officers conference Mumbai.
