Bureau of Legislative Studies

The Bureau of Legislative Studies is a registered body under the Societies Registration Act. XXI of 1860 (RegistrationNo. 16298).It was registered on 6.1.1986. The Bureau of Legislative Studies is aimed to promote and provide for parliamentary studies with special reference to comparative studies of rules and procedures of various state Legislatures in the country and also to undertake and facilitate various study courses in matters relating to convention and practices, parliamentary procedures, Legislative drafting etc. Essentially and functionally it is on the pattern of Bureau of Parliamentary Studies.  

2.         The Lt. Governor of Delhi is the patron of the Bureau and the Speaker, Delhi Vidhan Sahba is its President. The aims and objectives of the Bureau are studies in parliamentary processes and procedures, in pursuit of which it organizes Lectures and seminars by inviting participation of eminent parliamentarians, thinkers and experts in the field. It undertakes publication of books, monographs etc, covering the subjects of constitutional, parliamentary and Legislative interest. It aims to provide the members of the Legislative Assembly and research scholars, the research, reference and consultancy service.

The Bureau is getting Grant-in-aid from the  Govt. of N.C.T. of Delhi for running its activities . The Bureau has been holding seminars, symposiums, and important meetings on various social and political subjects bearing on current affairs successfully. A list of important seminars / lectures organised by the Bureau  and also a list of important publications of the Bureau is enclosed . 

The scheme for the Best legislator Award began in the year 1994, for the most outstanding contribution to the legislature by a legislator. So far five main Awards have been conferred upon the most active Members. Those who  received  the main Awards so far include :- 

      1994    -      Shri  Jag Parvesh Chandra (Congress).

      1995    -      Shri Mewa Ram Arya (B.J.P.).

      1998    -       Shri Ajay Maken (Congress).

      1999    -       Shri Ram Bhaj (B.J.P.)     

      2000    -      Shri Mukesh Sharma (Congress). 

Besides these main Awards, Shri Arvinder Singh Lovely was also given encouragement Award for the year 2000. In addition , Shri Moti Lal Bakolia was also conferred upon a special Award on the occasion of Maha Nirvan Diwas of Dr. Bhim Rao Ambedkar. All the Awards were given on the recommendation of the Selection Committee constituted for this purpose by the Speaker, Delhi Vidhan Sabha & President, Bureau of Legislative Studies. 

The Bureau also decided to confer another Award on one of the Journalists whose reporting of the House proceedings is adjudged to be the best. The names of the Journalists who have been conferred  this Award so far are as follows :-  

      1998    -      Late Miss  Anju Sharma  -   Hindustan Times (conferred posthumously). 

      1999    -       Shri Umesh Lakhan Pal -   Punjab kesri  

      2000    -      Shri Sujay Mehdudiya  -    Hindu.

The bureau also organised four cricket matches in the memory of late Shri Jag Parvesh Chandra between Delhi Assembly XI and Journalist XI on 20/04/2002 at Feroz Shah Kotla ground and on 13/04/2003 ,14/02/2004 and 09/04/2005 at National Stadium Ground respectively. Trophies & Mementos were distributed by the Chief Guest to the Winners and Runners up.

29Lecture on ‘India’s Role in World Democracy in the new Millennium’ was held on 13.8.2001. Speakers were Shri Mani Shankar Aiyer and Special Invitee to C.W.C.C. and Shri Jairam Ramesh, Secretary, Economic Affairs Committee, A.I.C.C.
30Organised Orientation Course for MLAs and staff of Delhi Legislative Assembly on 22nd and 23rd January, 2002. Lectures delivered by Senior Officers of Assembly. The programme was inaugurated by Hon’ble Speaker and Hon’ble CM addressed the members and praised about the programme on the last day.
31Lecture on ‘Expectations of the media from the Elected Representatives of the people’ held in the Committee Room, Old Sectt., Delhi on 29.5.2002. Chief Guest was Shri P.M.Sayeed, Hon’ble Dy.Speaker, Lok Sabha and Shri Naveen Suri, Editor, Daily Pratap delivered the lecture.
32‘Jag Pravesh Chandra Memorial Lecture’ held in the Committee Room on 11.11.2002. Hon’ble Speaker, Delhi Vidhan Sabha presided and various Speakers delivered the lecture.
