Active Member of INC since 1952,Elected as Youngest Member of M.C.D in 1958,Was First Chairman of committee on Delhi Rural Area of MCD in 1958, Member of All India Congress Committee from 1969, Remained Member of Harijan Kalyan Board for 12 Years since 1959, Deputy Chairman of the Zonal Committee, Education committee and Works committee of MCD, elected as Member of the National Railway, Consumer Council in 1967,1972,1977 and 1983, elected as member consecutively in 1967,1972,1977 and 1983 of Delhi Pradesh Congress Committee and General Secretary of DPCC  from 1969-1975, Was President, DPCC during 1988  to 1992, Again became President, DPCC in 1977, Executive Councilor (Development) during 1983-90, discharged his responsibilities successfully, was elected to the first Legislative Assembly in 1993. Has never lost election since 1958 and has created a world record of winning nine elections in a row from the same constituency. He was Speaker of Second Assembly, elected MLA for third Assembly in 2003 and again reelected Speaker of the third Assembly.

Re-elected as MLA for the Fourth Legislative Assembly in 2008.
