Respected Speaker and Honourable Members,

	I warmly welcome you all to the first session of the Sixth Legislative Assembly of Delhi.
	It is with great humility and profound hope that my government accepts the mandate given to it by the people of Delhi. It is a mandate that carries the dreams and aspirations of young and old, poor and rich, women and men, regardless of caste, creed or religion. There is one unifying, resounding message that the people have sent out. They want good governance that emerges out of clean politics and to achieve this they have shown their eagerness to engage with the political process. In an age of cynicism they have put their faith in the political philosophy of participative and consultative democracy that alone can lead us to Purna Swaraj that is, self rule. My government intends to deepen and strengthen our democracy by involving people in issues that affect them on a daily basis. My government will dismantle the barriers that have come up between the elected and the electors.
	My government believes that good governance should reflect the concerns of all sections of society. Equally, development must include the well-being of every citizen – that is, it must be inclusive. The goal of a safe and progressive Delhi that can hold its own amongst the best capital cities of the world cannot be achieved unless each and every citizen feels safe to pursue their livelihood, their way of life and faith. For that has been Delhi’s way. Indeed, that is the essence of the idea of India.
	My government shall endeavour to be transparent, participative and interactive. We will make every effort to establish the Janlokpal in Delhi to ensure a time-bound investigation in corruption cases. Whistleblowers shall be provided protection from harassment.
	In a major move toward devolution of power to the people, my government shall seek to legislate the Swaraj Act so as to enable the local communities to have a say on issues affecting their daily lives. For this purpose a Citizen Local Area Development (C-LAD) Fund will be provided to local communities.
	Further, it is the intention of my government to push for full statehood for Delhi, which has been a long-standing demand of the people of Delhi. The provision of critical public services such as law and order and low-cost housing would happen more smoothly if Delhi were accorded autonomy as a full-fledged state with greater control over these aspects. The Centre’s publicly stated position of promoting cooperative federalism will hopefully help in securing genuine autonomy for Delhi’s governance. Only then can the problems created by a multiplicity of authorities and jurisdictions in Delhi be solved.
	The ultimate aim is to ensure that institutions such as the DDA, MCD and Delhi Police are accountable to the elected government of Delhi. This will help bridge the gap between the government and the people by creating greater coordination among civic services with regard to service delivery.
	Just as in its earlier tenure, this time too My government will be responsive to the need for lowering the crushing burden of accessing basic public utilities such as power and water. The policies framed will not only benefit those who already have access to these facilities, they will pay special heed to colonies that have been deprived of formal electricity and water connections.
	As for the capacity to fund public services, it may be pointed out that Delhi inherently has the potential for raising higher resources due to its robust economy. In fact the Delhi State GDP in recent years has grown impressively at several percentage points above the national average. Delhi has also had a history of budget surpluses. This financial year Delhi has a total budget of around Rs.37,000 crore which, if used optimally, can truly create a new blueprint of development. How effectively and honestly these funds are deployed is the key to meeting our commitment of inclusive and holistic development. It is not a paucity of funds that has kept the citizens bereft of basic public services. The crucial question is this: how effectively are those services being delivered on the ground to the very poor. My government will rigorously do a resource audit whether it is in the area of providing electricity or water or other public services. We are convinced that Delhi has enough resources to transform it into a modern and prosperous capital city where every citizen finds a space for herself or himself.
	My government shall be unwavering in its commitment to ensuring that Delhi remains a state where women feel as much at home and at ease as men in pursuing their livelihood and social pursuits – proudly leading from the front. My government will not let any fund crunch come in the way of putting in place safety and security measures for women. As regards mobility, my government will exert itself to provide effective last mile connectivity in Delhi’s public transit system to ensure that its women are able to travel safely and securely. To ensure speedy justice, my government will create fast-track courts dedicated to handling cases of sexual assault and other crimes against women. It will create a Mahila Suraksha Dal by redeploying members of the Home Guard and Civil Defense Volunteers. Further, my government will facilitate appointment of new judges to ensure that the judicial system works fast and effectively.
	In line with our idea of making Delhi a digital capital city par excellence, we have an effective plan to create Wi-Fi hotspots at various public locations in Delhi. This will also provide an impetus to education, entrepreneurship, business and employment as well as tie in with women’s safety initiatives.
	To further this end of a capital city of excellence, my government will focus on strengthening and expanding educational and health infrastructure. It will build new schools with a special focus on secondary and senior secondary schools to ensure that every child in Delhi has easy access to quality education. We will endeavour to streamline the nursery admission process, minimizing avenues of corruption. In the sector of Higher Education my government will make every effort to formulate schemes where every youth can pursue a diploma or degree course regardless of his or her financial status. We will build new colleges under Delhi administration in partnership with the people of Delhi. The existing seat capacity of Delhi government administered colleges will be enhanced, including at Delhi’s flagship university, the Ambedkar University.
	My government will increase the budgetary allocation on healthcare infrastructure. My government will build new Primary Health Centers (PHCs) and add new beds to Delhi hospitals, especially in maternity wards. Quality drugs will be provided at an affordable price -- pharmaceutical drug and equipment procurement will be centralized to cut out corruption.
	Historically, Delhi has been a city of flourishing trade and my government is committed to making it a trade and retail hub once again by creating a friendly tax environment for traders. The government is firm on its commitment to insulate Delhi’s traders from the inspector raj. We will discourage raids on traders and create a bond of trust between them and the government. We want to create a policy framework where every businessman and businesswoman in the country would like to come to Delhi to establish new enterprises.
	An important priority of my government concerns Delhi’s villages which over the years have become islands of neglect. My government will take steps to ensure that the people living in these spaces are able to partake the fruits of growth as well. Decisions regarding the development of Delhi’s villages will be taken with their consent. The sectors of agriculture and animal husbandry will receive incentives and infrastructural support. We shall seek to provide sports facilities in villages to encourage young adults to pursue sports. Connectivity to rural Delhi will be enhanced through increased bus and metro services.
	In its effort to make Delhi a state that reaches out to its last citizen my government will create opportunities for new jobs in the next five years. The government will create an enabling environment for innovative and private startup accelerators to provide support to entrepreneurs. The focus will be on creating an ecosystem that enables private industry to create more jobs. In line with this idea, my government will encourage startups by setting up business and technology incubators in universities and colleges. Delhi government will also create affordable business incubation space.
	In the past, earlier governments made announcements regularizing unauthorised colonies. Moving forward from these announcements, my government will take a more realistic and effective approach to regularise unauthorised colonies in Delhi, transforming resettlement colonies and slums, bringing them within the ambit of Delhi as a truly global and modern capital city.
	Honourable Speaker and Members, I have presented a brief sketch of my government’s intent and action plan to return Delhi to the people over the next five years. I wish you all success in this fruitful endeavour.

माननीय अध्यक्ष एवं आदरणीय सदस्यगण,
मैं, दिल्ली की छठी विधानसभा के प्रथम सत्र में आप सभी का हार्दिक स्वागत करता हूँ।
मेरी सरकार बहुत आशावान है और हम विनम्रता पूर्वक दिल्ली की जनता के जनादेश को स्वीकार करते हैं। यह ऐसा जनादेश है जिससे जाति, पंथ और धर्म से हटकर युवाओं एवं वृद्धों, गरीब तथा अमीर, पुरूषों और महिलाओं के सपने एवं आकांक्षाएं जुड़ी हुई है। जनता ने यह जनादेश एकजुट होने के लिए प्रबल संदेश के रूप में दिया है। जनता को ऐसा सुशासन चाहिए जो स्वच्छ राजनीति से उभर कर आया है और इस उद्देश्य की प्राप्ति के लिए उन्होंने राजनीतिक प्रक्रिया का प्रयोग करते हुए अपनी आकांक्षाओं को प्रकट किया है। दोषदर्शिता के युग में उन्होंने भागीदारी और परामर्श लोकतंत्र के ऐसे एक मात्र राजनैतिक सिद्धान्त में अपना विश्वास प्रकट किया है जिससे पूर्ण स्वराज अर्थात् स्वशासन प्राप्त किया जा सकता है। मेरी सरकार का इरादा है कि रोजमर्रा की ऐसी समस्याएं जो जनता के जीवन को प्रभावित करती हैं उनमें जनता को शामिल करके लोकतंत्र को गहराई और मजबूती प्रदान की जा सके। मेरी सरकार समय के साथ-साथ निर्वाचक और निवार्चित के बीच पैदा हुई दूरी को समाप्त करना चाहती है।
मेरी सरकार का विश्वास है कि सुशासन में समाज के सभी वर्गों की चिन्ताएं प्रदर्शित होनी चाहिए। साथ ही विकास में प्रत्येक नागरिक की भलाई शामिल हो अर्थात् विकास समेकित होना चाहिए। दिल्ली को सुरक्षित और प्रगतिशील बनाने के उद्देश्य जो इसे संसार की सबसे अच्छे राजधानी शहरों में स्थापित कर सके, तब तक प्राप्त नहीं किया जा सकता जब तक यहां का प्रत्येक नागरिक अपनी आजीविका, जीवन शैली और धार्मिक विश्वास के अनुसार सुरक्षित महसूस कर सके। यही दिल्ली की जीवन शैली है और यही भारत देश की परिकल्पना का आधारभूत तत्व है।
मेरी सरकार का प्रयास है कि वह पारदर्शी, सहभागिता और परस्पर सहयोग पर आधारित हो। हमारा भरपूर प्रयास होगा कि भ्रष्टाचार के मामलों की समयबद्ध जाँच करवाने के लिए दिल्ली में जन-लोकपाल की स्थापना की जाए। भ्रष्टाचार को उजागर करने वालों को सुरक्षा प्रदान की जाएगी।
दिल्ली के लोगों को शक्तियों के प्रत्यायोजन के महत्वपूर्ण प्रयास के रूप में मेरी सरकार स्वराज अधिनियम बनाएगी जिससे स्थानीय जन समूह को अपनी रोजमर्रा की समस्याओं को सुलझाने में अहम भूमिका प्रदान की जा सके। इस उद्देश्य के लिए स्थानीय जन समुदायों को नागरिक स्थानीय विकास निधि (सी-लैड) प्रदान की जाएगी।
मेरी सरकार का इरादा है कि दिल्ली को पूर्ण राज्य का दर्जा देने की मांग पर अधिकाधिक बल दिया जाए। दिल्ली के लोगों की यह बहुत पुरानी मांग है। यदि दिल्ली को पूर्ण राज्य के रूप में स्वायतता प्रदान की जाती है तो कानून व्यवस्था, सस्ते मकानों जैसी महत्वपूर्ण जन सेवाओं को मुहैया कराने में सरकार का अधिक नियंत्रण रहेगा। आशा है कि केन्द्र सरकार के सार्वजनिक रूप से घोषित सहयोग आधारित संघवाद की नीति को बढ़ावा देने के विचार से दिल्ली के शासन को वास्तविक स्वायतता प्राप्त करने में सहायता मिल सकेगी और तब दिल्ली में विभागों की बहुलता और अधिकार क्षेत्रों की विषमता से उत्पन्न होने वाली समस्याओं का समाधान हो सकेगा।
इन सभी का अंतिम लक्ष्य यह सुनिश्चित करना है कि दिल्ली विकास प्राधिकरण, दिल्ली नगर निगम तथा दिल्ली पुलिस जैसे संस्थान दिल्ली की निर्वाचित सरकार के प्रति जवाबदेह हो। नागरिक सेवाओं के बीच बेहतर समन्वय स्थापित करने से सरकार तथा जनता के बीच की दूरी को कम करने में मदद मिलेगी।
पिछले कार्यकाल की तरह ही, इस बार भी मेरी सरकार मूलभूत जन-सुविधाओं जैसे बिजली एवं पानी के इस्तेमाल करने के आर्थिक बोझ को कम करने की जरूरतों के प्रति उत्तरदायी होगी। जो नीतियां बनाई जाएगी उनसे न केवल उन लोगों को लाभ मिलेगा जिनके पास पहले से ये सुविधाएं है बल्कि उन काँलोनियों पर भी विशेष ध्यान दिया जाएगा जिन्हें मूल रूप से बिजली और पानी के कनेक्शन नहीं दिए गए हैं।
जन सेवाओं के लिए खर्च करने की क्षमता की दृष्टि से यह बताना उचित होगा कि मजबूत अर्थव्यवस्था के कारण अधिक संसाधन जुटाने की दिल्ली की अपनी अन्तरनिहित क्षमता है। वास्तव में पिछले कुछ वर्षों में दिल्ली राज्य के सकल घरेलू उत्पाद में राष्ट्रीय औसत की अपेक्षा उल्लेखनीय वृद्धि हुई है। दिल्ली का बजट अधिशेष रहने का भी पुराना इतिहास है। इस वित्त वर्ष में दिल्ली का कुल बजट लगभग 37,000 करोड़ रुपये है। यदि अधिकतम उपयोग किया जाए तो विकास का एक नया ब्लू प्रिन्ट तैयार किया जा सकता है। इस निधि को ईमानदारी और कुशलता से इस्तेमाल करना ही समग्र विकास के प्रति हमारे संकल्प को पूरा करने की कुंजी होगी। नागरिकों को मूलभूत जन-सुविधाओं से विहीन रखा गया इसके पीछे कभी धन की कमी नहीं थी। महत्वपूर्ण प्रश्न यह है कि ये सेवाएं गरीब जनता को यथार्थ रूप में कितनी ईमानदारी और कुशलता से प्रदान की जा रही है। मेरी सरकार भरसक प्रयत्न करेगी कि संसाधनों की लेखा परीक्षा करवाई जाए ताकि यह पता चले कि बिजली या पानी या अन्य जन सेवाओं को प्रदान करने के क्षेत्र में कहां क्या कमी है। हम आश्वस्त हैं कि दिल्ली को आधुनिक और समृद्ध राजधानी नगर के रूप में रूपान्तरित करने के लिए इसके पास अपने पर्याप्त संसाधन हैं, जहां प्रत्येक नागरिक अपना विशेष स्थान बना सकता है।
मेरी सरकार अपने इस वचन के प्रति भी सचेत है कि दिल्ली एक ऐसा राज्य बने जहां महिलाएं घरों में और अपनी आजीविका कमाने तथा सामाजिक कार्यों में बढ़चढ़ कर भाग लेने के लिए तनावमुक्त महसूस करें। मेरी सरकार महिलाओं की सुरक्षा के उपायों की व्यवस्था करने में धन की कमी नहीं होने देगी। मेरी सरकार आवागमन की दृष्टि से दिल्ली की सार्वजनिक परिवहन प्रणाली में अंतिम छोर तक सुविधाएं प्रदान करेगी ताकि महिलाएं सुरक्षित रूप से यात्रा कर सकें। मेरी सरकार न्यायालयों में निर्णयों में तेजी लाने के लिए फास्ट ट्रैक कोर्ट बनाएगी, जो विशेष तौर पर यौन उत्पीड़न तथा महिलाओं पर होने वाले अपराधों के लिए होगी। होमगार्ड तथा सिविल डिफेंस वालेन्टियरस को तैनात करके महिला सुरक्षा दल बनाए जाएंगे। इसके अलावा मेरी सरकार नए जजों की नियुक्ति के लिए भी पूर्ण प्रयास करेगी ताकि न्यायिक तंत्र तीव्र और प्रभावी हो सके।
हमारे मत के अनुसार दिल्ली को उत्कृष्ट डिजिटल राजधानी शहर बनाया जाना चाहिए, जिसके लिए हमने दिल्ली के विभिन्न सार्वजनिक स्थानों पर वाई-फाई हाँट-स्पाँट तैयार करने की महत्वपूर्ण योजना तैयार की है। इससे शिक्षा, उद्योग, व्यापार तथा रोजगार और साथ ही महिला सुरक्षा संबंधी प्रयासों को विशेष बल मिलेगा।
उत्कृष्ट राजधानी शहर बनाने के उद्देश्य को पूरा करने के लिए मेरी सरकार शिक्षा तथा स्वास्थ्य संबंधी इन्फ्रास्ट्रक्चर को मजबूती और विस्तार प्रदान करेगी। दिल्ली के प्रत्येक बच्चे को उच्च स्तरीय शिक्षा प्राप्त हो सके, इसके लिए नए स्कूल बनाए जाएंगे और सैकेण्डरी तथा सीनियर सैकेण्डरी स्कूल बनाने पर विशेष ध्यान दिया जाएगा। नर्सरी में प्रवेश प्राप्त करने की प्रक्रिया को सुचारू बनाने के लिए विशेष प्रयास किए जाएंगे और भ्रष्टाचार की संभावनाओं को कम से कम किया जाएगा। उच्च शिक्षा के क्षेत्र में मेरी सरकार ऐसी स्कीम बनाने के लिए प्रत्यनशील है कि प्रत्येक युवक डिप्लोमा या डिग्री स्तर के कोर्स आसानी से कर सके, जिसमें उसकी आर्थिक स्थिति आड़े नहीं आएगी। हम दिल्ली के लोगों के साथ भागीदारी करके दिल्ली प्रशासन के अन्तर्गत नए काँलेज बनाएंगे। दिल्ली सरकार के अन्तर्गत आने वाले काँलेजों की वर्तमान दाखिले की क्षमता को बढ़ाया जाएगा। इसमें दिल्ली का अग्रणी विष्वविद्यालय, अम्बेडकर विष्वविद्यालय भी शामिल है।
मेरी सरकार स्वास्थ्य देखभाल संबंधी संरचनागत इन्फ्रास्ट्रक्चर की दिशा में बजट की राशि में बढ़ोतरी करेगी। सरकार नए प्राथमिक स्वास्थ्य केन्द्रों का निर्माण करेगी तथा दिल्ली के अस्पतालों में विशेषकर मैटरनिटी वार्डों में बिस्तरों की संख्या बढ़ाई जाएगी। अच्छी दवाईयाँ उचित कीमत पर मुहैया कराई जाएगी तथा दवाईयों एवं उपकरणों की खरीद के काम को केन्द्रीकृत करते हुए भ्रष्टाचार को समाप्त किया जाएगा।
ऐतिहासिक रूप से दिल्ली ऐसा नगर रहा है जिसमें व्यापार फलता-फूलता है और मेरी सरकार भी इसको व्यापार और खुदरा बाज़ार का केन्द्र बनाने के लिए वचनबद्ध है। जिसके लिए व्यापारियों के लिए आसान कर प्रणाली तैयार की जाएगी। सरकार अपने इस संकल्प के प्रति भी दृढ़ है कि दिल्ली को इंस्पैक्टर राज से मुक्त किया जाए। हम व्यापारियों पर छापेमारी को कम करेंगे। व्यापारियों और सरकार के बीच परस्पर समन्वय के लिए आपसी विश्वास को महत्व देंगे। हम ऐसी नीति का निर्माण करना चाहते है जिससे देश का प्रत्येक व्यापारी और महिला उद्यमी दिल्ली आकर अपना कारोबार स्थापित करना चाहेगा।
मेरी सरकार की महत्वपूर्ण प्राथमिकताओं में दिल्ली के गांवों की दशा भी है, जिन्हें पिछले सालों में उपेक्षित रखा गया है। मेरी सरकार ऐसे कदम उठाएगी कि इन जगहों पर निवास करने वाले लोगों को भी खुशहाली और प्रगति के अवसर प्राप्त हों। दिल्ली के गांवों के विकास संबंधी फैसले उनकी सहमति से लिए जाएंगे। कृषि तथा पशु पालन क्षेत्र में प्रोत्साहन और आधारभूत सहयोग दिया जाएगा। युवाओं को खेल-कूद के क्षेत्र में जाने के लिए गांवों में खेल-कूद सुविधाएं प्रदान की जाएंगी। दिल्ली देहात क्षेत्रों में सड़क संपर्क को सुगम बनाने के लिए बस तथा मेट्रो की सेवाएं बढ़ाई जाएगी।
दिल्ली को ऐसा राज्य बनाया जाये जिसमें प्रत्येक नागरिक का ध्यान रखा जाए, इसके लिए मेरी सरकार अगले पाँच वर्षों में नई नौकरियों के अवसर पैदा करेगी। उद्यमियों को सहयोग प्रदान करने के लिये सरकार नवीन और निजी उद्यम प्रारम्भ करने वालों के लिये सार्थक वातावरण तैयार करेगी। ऐसा वातावरण निर्माण करने पर ध्यान दिया जाएगा जिससे निजी उद्योग अधिक से अधिक नौकरियां प्रदान कर सके। इस विचार के अनुसार मेरी सरकार विश्वविद्यालयों और काँलेजों में व्यापार और प्रौद्योगिकी प्रशिक्षण केन्द्रों की स्थापना करेगी। दिल्ली सरकार ऐसे व्यापार प्रशिक्षण केन्द्रों का भी निर्माण करेगी जो मंहगे नहीं होंगे।
पिछली सरकारों ने अवैध काँलोनियों को वैध करने की अनेक घोशणाएं की है। इन घोशणाओं से आगे बढ़ते हुए मेरी सरकार पुनर्वास काँलोनियों और स्लम क्षेत्रों को दिल्ली के विकास के दायरे में शामिल करते हुए, इसे सही अर्थों में विश्वस्तरीय और आधुनिक राजधानी नगर बनाने के लिए दिल्ली में अवैध काँलोनियों को नियमित करने के लिए अधिक यथार्थपूर्ण और प्रभावी कदम उठाएगी।
माननीय अध्यक्ष एवं सदस्यगण, मैनें अगले पाँच वर्षों के दौरान दिल्लीवासियों के लिए मेरी सरकार के इरादों और कार्य योजनाओं का संक्षिप्त खाका प्रस्तुत किया है। मैं आप सभी को शुभकामनाएं देता हूँ कि आपको इस सद्प्रयास में सफलता प्राप्त हो।
