COMMENCEMENT OF THE THIRTEENTH SESSION (BUDGET SESSION) OF THE THIRD LEGISLATIVE ASSEMBLY OF NATIONAL CAPITAL TERRITORY OF DELHI:

 

        Hon’ble Members are informed that the Thirteenth Session (Budget Session) of the Third Legislative Assembly of the National Capital Territory of Delhi will commence on Monday, the 17th March 2008 at 11 A.M in the Assembly Hall, Old Secretariat, Delhi.  


LT. GOVERNOR’S ADDRESS:


Being the first session of the year, Hon’ble Lt. Governor shall address the Assembly on 17th March, 2008 at 11 AM. Hon’ble Members are requested to kindly be in their seat by 10.50 AM.

Ten minutes after Hon’ble Lt. Governor’s departure, the duly constituted sitting of the House shall take place to transact the listed business.


ALLOTMENT OF THE DAYS FOR THE TRANSACTION OF BUSINESS DURING THIRTEENTH SESSION

The sitting of the Legislative Assembly for the transaction of business have been tentatively fixed for 17, 18, 19, 20, 24, 25, 26, 27, 28th and 31st March and 1, 2, 3, & 4th April, 2008.


TIME OF SITTING:

Except on 17th March 2008 when the Lt. Governor shall address the Members at 11.00 A.M. the sitting of the Legislative Assembly shall commence at 2.00 P.M. and continue till it is adjourned for the day.


NOTICE OF QUESTIONS:


Notices of questions for the Thirteenth Session will be received with immediate effect. As per the Hon’ble Speaker’s directions in view of the three week long session, the last date of receipt of questions and the date of balloting have been so arranged as not to cause any possible dislocation of the business of the House.

Note:

1.    The question should primarily relate to one Department only {(Rule31(xxii)}.  


2.     Members may kindly note that if notice of question is received after the last date and time in respect of various departments vide col. No.3 and 4, such a notice shall stand disallowed. The time for receipt of notices shall be upto 3.00 P.M. on the last date of receipt of questions for departments as shown in column 4 above.  


3.    Where the questions draw a reference to a news item published in a national or local daily, the question in order to be admissible, must be accompanied by the relevant clipping of the news items. The questions not accompanied by relevant clippings are likely to be disallowed.


4.    The clubbing of questions will be done in case several notices of question on the same subject matter are received. Notices or questions subsequently received and repeating in substances the same subject – matters are liable to be disallowed {(Rule 31 (vii)}.  


5.    Members are requested to indicate clearly and legibly their priority in respect of questions. If no priority is indicated, the same will be decided according to the Rules.  


6.    Ballot will be held in the room of the Secretary ( Room No. 54) as per schedule indicated. Hon'ble Members are welcome to participate in the balloting.  


7.    Members may kindly note that notices of questions relating to day-to-day administration and functioning of Municipal Corporation of Delhi may not be entertained. The same are liable to be disallowed under Rule 31(xiii)}.  


SPECIAL MENTIONS UNDER RULE 280:


    Members who want to raise matters under Rule 280 may give notice of the same by 11.00 A.M. on the date the matter is proposed to be raised. Balloting for fixing inter-se priority for the first 10 notices will be held in the room of the Secretary at 11.15 AM on each day. Hon’ble Members are requested to participate in the balloting.  


    Members are requested to confine the text of the Special Mention to 8-10 lines only and not to deviate from the original text while raising the same on the floor of the House. The matter should relate to only one Department and raise only one issue   


PRIVATE MEMBER'S BUSINESS:  


The sittings of the House to be held on Friday, the 28th March 2008 and 4th April 2008 have been allotted for Private Members Business.   


The last date of receipt of notices of Private Member’s Bills and Resolutions for Friday, the 28th March 2008 is 13 th March 2008 up to 3.00 PM and the last date of receipt of notices of Private Member’s Bills & Resolutions for the Friday,4th April 2008 is 20th March 2008 up to 3.00 P.M.


The balloting shall take place at 4.00 P.M on same day in the room of Secretary. Members are welcome to participate in balloting.


PROCEDURE OF NOTICES:  


(a)    Kind attention of the members is invited to Rule 258 of the Rules of Procedure and Conduct of Business in the Legislative Assembly which reads as follows:  


(1)    Every notice required by the rules shall be given in writing addressed to the Secretary and signed by the member giving notice, also indicating his division number, and shall be delivered in the Notice Officer between such hours as notified from time to time, on every day except Saturdays, Sundays and public holidays.  

(2)    A notice received in the Notice Office after the hours other than those specified in sub-rule (1) shall be treated as given on the next working day.  


(b)    Every notice should be signed in ink by the Member giving the notice, indicating his division number and name in Capital letters and should be deposited in the Assembly Notice Office. THE NOTICE OFFICE IS LOCATED IN ROOM NO. 46 (Next to the Room of the Hon’ble Minister of Social Welfare). 


(c)    All notice delivered in the Assembly Notice Office are date-stamped and the time of receipt is also indicated thereon.


(d)    As the Assembly Notice Office is alone responsible for transmission of the notices to the Branches/Officers concerned without delay, Members are, therefore, requested not to deposit their notices either at the Table of the House or with any other Officer/Branch of the Assembly Secretariat. If any Members do so, it is not likely to be taken note of.


(e)    The Assembly Notice Office shall remain open during office hours.


VISITOR'S GALLERY:


    As per direction of Hon’ble Speaker, Application forms for the issue of visitors’ gallery passes must be submitted by 5.00 P.M. on the working day previous to the date for which the gallery passes are required. For example, application for the gallery passes meant for sitting of the House on 17.03.2008 will be accepted up to 5.00 PM on the earlier working day i.e, 14 .03. 2008(15.03.2008 and 16.03.2008 being holidays). Similarly, an application for gallery passes for the subsequent dates would be processed and issued in the like manner.


    The seating capacity in the visitors’ gallery being limited, not more than two passes shall ordinarily be issued to a member for each sitting. No admission cards for the Visitors Gallery will ordinarily be issued on the same day.


    Members are requested to recommend issue of gallery pass only for those visitors whose antecedents are well known to them.  


NOTE:-    CELLULAR PHONE, PAGERS OR OTHER ELECTRONIC GADGETS ETC MAY KINDLY BE KEPT OUTSIDE THE HOUSE. IF SOMEHOW BROUGHT IN THE HOUSE, HON’BLE MEMBERS MAY KINDLY ENSURE THAT THEY ARE KEPT SWITCHED OFF.

    In continuation of Bulletin (Part-II) No.237 issued on 28th February 2008, all the Hon’ble Members are informed that the last date of receiving the notices of Private Member Bills and Resolutions for Friday, the 28th March 2008 now has been rescheduled for 12th March, 2008 at 3.00 P.M. and balloting will be held at 4.00 P.M. same day i.e., 12th March, 2008 instead of 13th March, 2008, as the meeting of Committee on Private Member Bills and Resolutions is scheduled to be held on 13th March, 2008 at 11.00 A.M.


    Kindly note the changed schedule.
