Members of the B.J.P. staged walk out after shouting  of slogans  in protest against the non-discussion of Vote on Accounts.

Shri Hari Shankar Gupta moved the Motion for congratulation under Rule-114 on winning of 8 Oscars by the Film 'Slum Dog Millionaire' which was adopted unanimously.

 Presentation & Adoption of Committee Report:  

 Shri Rajesh Jain presented the First Report of Business  Advisory Committee.

 Shri Rajesh Jain also moved that "This House agrees to the First report of the Business Advisory Committee presented in the House".

The Motion was put to vote and adopted by voice vote.

 Papers laid on the Table:

 (I). Smt. Sheila Dikshit, Chief Minister laid the Copies of the following Notifications:-

1. Delhi Water Board Plumber (License & Control) Regulation- 2007.

2.  The Statutes/Amendments in Statutes and Ordinances/Amendments in Ordinances of Guru Gobind Singh Indrasprastha University (English and Hindi Version).

3. Audit Report of the Accounts of Guru Gobind Singh  Indraprastha University for the period 2006-07.

(II). Prof. (Smt.) Kiran Walia, Minister of Woman & Child Welfare laid the copies of the Delhi Commission for Protection of Child Rights Rules 2008.

(III). Dr. A.K. Walia, Finance Minister laid the Copies of Appropriation and Finance Accounts together with Comptroller and Auditor General's Report for the Financial Year 2007-2008.

(IV). Shri Raj Kumar Chauhan, Minister of Development laid   the Annual    report for the year 2007-08 of Delhi Co-Operative Housing Finance Corporation Ltd.

Introduction of Bill :

     Shri Mangat Ram Singhal, Minister of Law & Justice introduced "The Members of Legislative Assembly of the National Capital Territory of Delhi (Salaries, Allowances, Pension etc.) (Amendment) Bill, 2009" with the leave of the House.

Election of Financial Committees:

 Smt. Sheila Dikshit, Chief Minister moved the following motion:

"That the Members of this House do proceed to elect in the manner required under Rule 192(2), Rule 194(2) and Rule 196(2) of the Rules of Procedure and Conduct of Business in the Legislative Assembly, nine Members from amongst themselves to serve as Members of the Public Accounts Committee, Estimates Committee and Committee on Govt. Undertakings beginning from 1st April, 2009."

The Motion was put to vote and adopted by voice vote.

Annual Budget (2009-2010)

Dr. A.K.Walia, Minister of Finance presented the Annual Budget for the financial year 2009-2010.

2.25 P.M.

Prof. Vijay Kumar Malhotra, Leader of Opposition objected to the passing of the Vote on Account without any discussion.  The other members of the Opposition also expressed their anguish and demanded discussion.

The Hon'ble Speaker referred to the Parliamentary procedure and other established conventions and gave his ruling that  normally, the  Vote on Account is not discussed in the House and passed without discussion. And the convention that their will be no discussion on Vote on Accounts is contravention of the Constitution. 

The Members of the B.J.P.  not satisfied with the ruling staged walk out from the House.

2.29 P.M.

Demands for Grants:

Dr. A.K. Walia, the Minister of Finance presented the Demands for Grants for the financial year 2009-2010.

Presentation and Voting on the Supplementary Demands (2008-2009):

The Minister of Finance presented the first and final batch of Supplementary Demands for the Financial Year 2008-2009.

The Supplementary Demands were considered demand-wise and passed unanimously.

Appropriation (No.1) Bill, 2009:

The Minister of Finance introduced the 'Appropriation (No.1) Bill, 2009 (Bill No. 3 of 2009) (for the first and final batch of Supplementary Demands for Grants for the year 2008-2009) with the leave of the House.

The Minister of Finance moved that the Bill be considered.

The Bill was considered clause-wise.

The Minister of Finance moved that the Bill be passed.

The Motion was put to vote and adopted unanimously.

 Presentation and voting on the Demands for Grants

(Vote on Account) for the period April to June, 2009:

The Minister of Finance presented the Demands for Grants (Vote on Account) for the period April to June, 2009

The Demands for Grants (Vote on Account) for the period April to June, 2009 were considered demand-wise and passed.

Appropriation (Vote on Account) Bill, 2009:

The Minister of Finance introduced the 'Appropriation (Vote on Account) Bill, 2009 (Bill No. 3 of 2009) with the leave of the House.

The Minister of Finance moved that the Bill be considered.

The Bill was considered clause-wise.

The Minister of Finance moved that the Bill be passed.

The Motion was put to vote and adopted unanimously.

The Hon'ble Speaker thanked all the Members of the House and also Officers/Officials of the Assembly Secretariat, Officers of the Delhi Government and other agencies like P.W.D.(Civil/Electrical/Horticulture), Delhi Police, CISF, Delhi Fire Service, Security including Special Branch and Print and  Electronic Media for their co-operation.
