Hon’ble Deputy Speaker in chair.

Members of the Opposition party objected to the presence of non-officials in the Officer’s gallery and entry of unauthorized vehicles in the Assembly Complex.

The Chair directed that all unauthorized persons be removed from the galleries and vehicles without proper authorization be sent out of the complex.

NATIONAL SONG (VANDE MATARAM)

 

 

 

Dr. Jagdish Mukhi and other members of the BJP insisted that their notice of adjournment motion be taken up immediately.

The Chair assured that she would give her ruling on the notice after the listed business of the House was disposed.

Not satisfied with the Chair’s ruling the Opposition Members continued to raise slogans.

  3. The Salary and Allowances of the Chief Whip in the Legislative Assembly of the NCT of Delhi Bill, 2003 assented on 22.5.2003.
  4. The Municipal Corporation of Delhi (Amendment) Bill, 2003 assented on 1.6.2003.
  5. The Delhi Nursing Homes Registration (Amendment) Bill, 2002 assented on 9.6.2003.

The following Motions were moved:

  1. Smt. Sheila Dikshit, Chief Minister moved the following Motion: “That Shri Subhash Chopra a Member of this House be chosen as the Speaker of this House.” Shri Naseeb Singh seconded the Motion.
  2. Shri Mahinder Singh Saathi, Minister of Finance moved the following Motion: “That Shri Subhash Chopra a Member of this House be chosen as the Speaker of this House.” Shri Mukesh Sharma seconded the Motion.
  3. Shri Raj Kumar Chauhan, Minister of Education moved the following Motion: “That Shri Subhash Chopra a Member of this House be chosen as the Speaker of this House.” Shri Mahabal Mishra seconded the Motion.
  4. Shri Haroon Yusuf, Minister of Development moved the following Motion: “That Shri Subhash Chopra a Member of this House be chosen as the Speaker of this House.” Shri Shadi Ram seconded the Motion.
  5. Shri Prahlad Singh Sawhney moved the following Motion: “That Shri Subhash Chopra a Member of this House be chosen as the Speaker of this House.” Smt. Meera Bhardwaj seconded the Motion.

 

 

 

 

The Motion moved by the Chief Minister was put to vote and passed by voice vote.

The Hon’ble Deputy Speaker congratulated the new Speaker.

The Leader of the House escorted Shri Subhash Chopra, the new Speaker to the Chair.

“This House congratulates under Rule 114(1) the Chief Minister Smt. Sheila Dikshit and Delhi Government for achieving the grand success in declaration  of Punjabi and Urdu as official languages of the capital and people of Delhi for passing the Bill on 3.4.2000 by the Delhi Assembly.”
