Shri Arvinder Singh Lovely, Minister of Education moved that the Members of Bhartiya Janta Party be allowed to take part in the proceedings of the House.

The Motion was put to vote and adopted by voice-vote.

Prof. Vijay Kumar Malhotra, Leader of Opposition stated that Shri Raj Kumar Chauhan, Minister of PWD has yet not been removed by the Government.

Members of BJP walked out of the House in protest.

Members of BJP came back in the House.

Question Hour: Starred questions No. 23 & 24 were asked and replied.  Replies to starred questions No.21, 22, 25 to 40 & un-starred questions No.49 to 117 were placed on the table.

During the Supplementary Question on Starred Question No. 23, Shri Shyam Lal Garg and other Members of Bhartiya Janta Party raised the issue of copying in examination centers of Delhi Government Schools and alleged that the Education Department gives oral directions and instructions to the teachers for copying in examination for improvement in the results.

The Members of both parties started exchange of arguments causing disturbance in the proceedings of the House.

The Chair advised the Hon’ble Minister of Education to initiate appropriate inquiry in the matter.

The Chair also advised the Members making the allegation to make written complaint along with substantive evidence to facilitate initiation of inquiry by Hon’ble Minister of Education.

Dr. Bijender Singh, Shri Mukesh Sharma and Shri Anil Choudhery stood up on their seats and stated that the Members of Opposition have insulted the Teacher and Student communities by making such derogatory statement. They demanded that the Opposition should apologize on the aforesaid issue.

Members of the Ruling Party & BJP stood up on their seats and started raising slogans.

Due to disturbance in the proceedings of the House, the Chair adjourned the House for twenty minutes.

Shri Mukesh Sharma, Hon’ble Member stated that the statements made by the Members of Opposition on the aforementioned issue should be condemned.

Members of the BJP stood up on their seats and objected.

Arguments were exchanged between the Members of Ruling Party and BJP.

Uproar in the House.

The Chair stated that all the Members of the House should behave decorously and such issues should not be raised.

The Chair ruled that the objectionable statements made onwards starting from the supplementary question of Shri Shyam Lal Garg be expunged from the proceedings.

The Chief Minister stated that we respect the ruling of the Speaker but the statement made by the BJP Members was objectionable.

Members of the BJP objected to the statement of Chief Minister.

Prof. Vijay Kumar Malhotra, Leader of Opposition stated that the Members of Opposition had not made any statement in the House against the Teacher and Student communities.

Shri Mukesh Sharma again raised the aforementioned issue. Members of Ruling Party stood up on their seats and started raising slogans.

The Chair stated that the Ruling has already been given on the aforesaid issue.

The Members of the Ruling Party again demanded that the Members of BJP should apologize for their derogatory statements.

Sloganeering from both Ruling Party and BJP.

Pandemonium continued in the House.

           “That this House agrees with the Seventh Report of Committee on Private   Member’s Bills & Resolutions presented on 16th March, 2011”.

           The Motion was adopted by voice vote.

Shri Arvinder Singh Lovely, Minister of Transport laid the Copy of Annual Report of Delhi Metro for the Financial Year 2009-10 (Hindi & English).

Smt. Sheila Dikshit, Chief Minister introduced “The Delhi Value Added Tax (Amendment) Bill, 2011 (Bill No. 01 of 2011)” with the leave of the House.
