Statement by the Chief Minister:

Chief Minister stated that on 2nd June, 2012 at around 8:30 AM armed miscreants attacked Hon’ble MLA Najafgarh Sh. Bharat Singh in his office premises. He got severely injured in the attack and one of his relatives namely Shri Dharam Pal also got injured in the firing. They were immediately shifted to the hospital where they are being treated.

 

She further informed the House that a case has been registered and teams from South-West District Police and Special Cell & Crime Branch of Delhi Police are investigating the matter. Four persons have been apprehended by the Police, two motorcycles, weapons and cartridges used in the commission of the crime have been recovered. The accused persons during interrogation reportedly have disclosed that they were involved in the armed attack.

 

Chief Minister strongly condemned such an attack and ransom or threatening calls reportedly being given to some MLAs. She stated that the security scenario including the threat perception to Hon’ble MLAs has been discussed with the Commissioner of Police and he has informed that security has been provided to some of the MLAs and has promised that adequate security will be extended to the MLAs facing security threats.

 

She requested the authorities incharge of policing in Delhi to review to the security and threat perception to MLAs and to ensure that adequate steps are taken for their safety and also to prevent such incidents in future.

The Chair stated that short duration discussion on law & order has been listed for tomorrow in the business of the House. Hon’ble Member can express his view on the aforesaid matter while participating in the discussion

I.               I. Smt. Shiela Dikshit, Chief Minister laid the copy of the notification No.F.12/04/2011/AR/1630-1789/C dated 27.02.2012 regarding declaration of Public Grievances Commission, Govt. of NCT of Delhi as “Police Complaint Authority”.

  II. Prof. (Smt.) Kiran Walia, Minister of Social Welfare laid the copy of notification No.F.61(267)/CWC.Comm/DD/(CPU)/DWCD/2010/6746-773 dated 15.06.2011 regarding amendments in Delhi Juvenile Justice     (Care & Protection of Children) Rules, 2009.

Smt. Shiela Dikshit, Chief Minister introduced “Delhi Value Added Tax (Amendment) Bill, 2012 (Bill No. 10 of 2012)” with the leave of the House.

Consideration & Passing of Bills:

 

1.     Dr. A.K Walia, Minister of Health moved that “The Delhi Registration of Marriages Bill, 2012 (Bill No. 07 of 2012)” introduced on 31st May, 2012 be taken into consideration.

The Motion was put to vote and adopted by voice-vote.

 Minister of Health made a brief statement.

 

Shri Shoaib Iqbal took part in the discussion and moved that the Bill be referred to the Select Committee of the House.

Dr. Bijender Singh also moved that the aforesaid bill be referred to the Select Committee.

 

 The Motion was put to vote and adopted by voice-vote.

2. Dr. A.K Walia, Minister of Health moved that “The Court Fees (Delhi Amendment) Bill, 2012 (Bill No. 08 of 2012)” introduced on  31st May, 2012 be taken into consideration.

 Minister of Health made a brief statement.

The Bill was considered clause-wise.

 

Dr. A.K Walia, Minister of Health moved that “The Court Fees (Delhi Amendment) Bill, 2012 (Bill No. 08 of 2012)” introduced on 31st May, 2012 be passed.

  The Motion was put to vote and adopted by voice-vote.

The Bill was considered clause-wise.

Dr. A.K Walia, Minister of Health moved that “The Indian Stamp (Delhi Amendment) Bill, 2012 (Bill No. 09 of 2012)” introduced on   31st May, 2012 be passed.

Discussion on Annual Budget :

The Chief Minister replied to the discussion on Annual Budget (2012-13) presented by her on 28th May, 2012.

Consideration and Passing of the Demand for Grants:

The Chief Minister moved that the Demand for Grants for the year     2012-13 be considered.

The Demands for Grants were considered and passed.

Appropriation (No. 2) Bill, 2012:

The Chief Minister introduced the Appropriation (No.2) Bill, 2012       (Bill No. 6 of 2012) with the leave of the House.

 

The Chief Minister moved that the Bill be taken into consideration.

The Motion was put to vote and adopted by voice-vote.

The Bill was considered clause-wise.

The Chief Minister moved that the Bill be passed.

The Motion was put to vote and adopted by voice-vote.
