The House made obituary reference to Dr. P.C Kaushik,          

Ex-Metropolitan Councillor & Ex-Member of Second Delhi Legislative Assembly and observed one minute silence as a mark of respect for the departed soul.

The Chair welcomed Shri Vijay Jolly, Ex-Member of Delhi Legislative Assembly for his presence in the LG Gallery.

Prof. Vijay Kumar Malhotra, Leader of Opposition sought to know about the decision taken on the notice of Adjournment Motion given by him under Rule-59 regarding shortage of water in Delhi.

The Chair ruled that matters of urgent public importance can only be raised under adjournment motion. He stated that in the Practice & Procedure of Parliament by Kaul & Shakdher, it has been clearly mentioned that, “A matter is urgent only if it of very recent occurrence and a matter which has been continuing for some time cannot be raised through an adjournment motion. Similarly a matter which can be raised under any other procedural device, viz., questions, half-an-hour discussion etc. cannot be raised through an adjournment motion.”

Hon’ble Speaker further stated that the Members can express their views on this issue while participating in the debate on the Budget which will last for 04 days. The Chair did not allow the Adjournment Motion.

The Members of Bhartiya Janta Party were not satisfied with the ruling of the Chair.

They stood up on their seats and started raising slogans against the Government and came in the well of the House.

Pandemonium in the House.

The Chair directed Sh. Subhash Sachdeva, Hon’ble Member of BJP to withdraw from the House for his disorderly conduct and asked the Marshals to carry out his direction.
